1. You must be in the center of the law young man, especially the implementation of his constitutional rights and freedoms. This requires that it clearly discern the specifics of the implementation of political, socio-economic and cultural rights and freedoms of young citizens, lay the foundations for ensuring their observance and implementation in Russian Federation... The law is called upon to build a clear technology for providing young people with services that contribute to the disclosure of their civic potential and motivate the innovative behavior of young people in the interests of Russian society, and to provide for the development of the infrastructure of state, municipal and other institutions for youth affairs.

2. The law should increase the effectiveness of existing legal norms concerning young citizens and the system of working with them, and ensure that these norms are brought in line with the new level of development of Russian society. At the same time, he is obliged to take into account the state of the legislation of the constituent entities of the Russian Federation on state youth policy and the practice of their use, to ensure the implementation of the laws and other regulatory legal acts in force in the Russian regions. Thus, in fact, you need the so-called law "from below"... When preparing it, it is important to evaluate not only the extensive experience in the application of laws and by-laws of the constituent entities of the Russian Federation on state youth policy, but also municipal legal acts regulating issues of working with youth. The latter circumstance is important, since local self-government bodies come into close contact with the real problems of young citizens.

3. The law is intended to establish a clear status of the state youth policy, its place in the general policy of the state and its correlation with public youth policy and municipal youth policy. The law must provide for the existence of a unified youth policy in the country, which presupposes joint actions by the authorities of all levels and structures of civil society to create conditions for the socialization and education of the younger generation. It is actually about creation of an effective social and state system for working with youth in Russia based on the partnership of government authorities, the business community, religious organizations, youth, children and other public associations, etc. The law should contain norms that allow to develop a common approach to the implementation and legal regulation of work with youth at all levels: federal, regional, local. At the same time, it is advisable to take into account the "Fundamentals of the state youth policy of the Russian Federation for the period up to 2025", approved by the Government of the Russian Federation in 2014 and currently being implemented.



4. The law requires to consolidate the concept of "youth" and other key categories of state youth policy... These include, first of all, such categories as: youth (young citizens); youth public association; young family; youth policy; state youth policy; municipal youth policy; public youth policy; work with youth; youth affairs body; youth parliamentarism; youth volunteering; youth program; youth project; infrastructure for youth; social service for youth; Youth Center.

5. The law is intended to make the mechanism for the development and implementation of state youth policy in our country clearer and more technological in all respects than the existing one. Its norms should be aimed at improving management in the field of state youth policy, normalizing procedural issues in working with youth and ensuring effective control over the real processes taking place in the youth environment. The law requires a delimitation of the sphere of competence and responsibility for solving youth problems. In it, it is necessary to prescribe in detail the relationship between all subjects of state youth policy, primarily federal government bodies and government bodies of the constituent entities of the Russian Federation.

6. The law should define a mechanism to guarantee the participation of young people and their associations in the implementation of state youth policy. At the same time, it is necessary to provide for the main forms of youth participation in its development and implementation. Particular attention should be paid to the development of youth parliamentarism and youth volunteering, interaction of state and municipal bodies with youth and children's public associations, the establishment of guarantees for their activities and participation in the implementation of state youth policy.



7. The law should provide for appropriate guarantees for its implementation, the forms of responsibility of state authorities and local self-government bodies, their officials for its implementation, the procedure for coming into force and bringing normative legal acts in line with it. Moreover, he is called initiate appropriate changes and additions to existing laws and by-laws concerning youth and state youth policy.

On January 29, 2018, a round table was held in the meeting room of the Legislative Assembly to discuss the concept of the project federal law“On youth and state youth policy in the Russian Federation”.

The event was attended by representatives of the Scientific Advisory and Public Councils under Legislative Assembly, the regional ministry of education, science and youth policy, members of the Youth Parliament, the Council of Young Deputies and Young Lawyers at the Nizhny Novgorod regional branch of the "Association of Russian Lawyers", social activists, activists and students.

78 Russian regions have their own laws on youth, but there is still no general approach to this topic. Representatives of the Youth Parliament at The State Duma at the parliamentary hearings on May 22, 2017, it was proposed to legislators to develop and adopt a federal law guaranteeing the rising generation a social lift and state support. And already at the beginning of October last year, a draft law "On youth and state youth policy in the Russian Federation" was presented to the Federation Council. This concept was a topic for discussion at the XIX World Festival of Youth and Students, which was held in Sochi from October 14 to 21, 2017, and is currently being discussed in the regions of the country.

The bill defines the legal status of youth and the conditions for regulating youth policy in the country. It is planned that government bodies, business communities, religious organizations, youth, children's and other public associations will be involved in youth policy.

The concept of the law stipulates the creation of a unified youth policy, which presupposes joint actions of government bodies at all levels and structures of civil society. The document will touch upon the spheres of education, culture, employment, entrepreneurship, social services, as well as housing issues of youth and young families, participation in politics. For example, for young professionals - the right to employment for the first workplace and internships in government agencies with reduced qualifications. The bill can also regulate the issues of obtaining budget funding by youth movements.

During the round table, representatives of the scientific community and youth organizations announced the need to adopt the Federal Law "On Youth and State Youth Policy in the Russian Federation" and highly appreciated its importance. Moreover, most of the participants expressed the hope that the law will become basic, since for 25 years since the beginning of the formation of youth policy in Russia, a document has not been adopted that defines a unified state system for supporting youth.

“The bill needs improvement. The text of the document is overloaded with unnecessary wording and terms that are not related to young people. The law does not stipulate the participation of municipal authorities in youth policy. Also, the law does not contain conditions for financial support of youth organizations and associations. However, the document has the right to exist and, in general, is necessary for the development of youth policy, ”said Alexander Lavrentyev, chairman of the Scientific Advisory Council at the Legislative Assembly.

All comments on the concept of the draft law will be summarized and sent to the Federation Council of the Federal Assembly of the Russian Federation.

Chapter 1. General Provisions

Article 1. Relations governed by this Federal Law

1. This Federal Law is the legal basis for the formation and implementation in the Russian Federation of an integral state youth policy as an important direction of state policy in the field of socio-economic and cultural development, taking into account the specific problems of youth and the need to ensure the implementation of constitutional rights and freedoms of young citizens.

2. This Federal Law defines the goals, principles and main directions of state youth policy, the mechanism for its development and implementation in order to create socio-economic, legal and organizational conditions and guarantees for the social formation of young citizens, the development and implementation of the potential of youth in the interests of the state (hereinafter - society).

Article 2. State youth policy in the Russian Federation

1. State youth policy is a system of measures aimed at creating legal, economic, social, organizational conditions for the successful realization of their constitutional rights by young citizens, youth participation in the system of public relations and the realization of their economic, intellectual and spiritual potential in the interests of society, taking into account age characteristics.

2. The purpose of the state youth policy is to develop and realize the potential of youth in the interests of Russia. The state youth policy is formed and implemented by state authorities and local self-government bodies with the participation of youth public associations, non-governmental organizations and other legal entities and individuals.

Article 3. Basic concepts

For the purposes of this Federal Law, the following basic concepts are used:

1) young citizens (youth) - citizens of the Russian Federation between the ages of 14 and 25, inclusive;

2) young family - a family in which the age of each of the spouses or one parent in an incomplete family with children does not exceed 30 years;

3) a youth public association - a public association registered in accordance with the procedure established by the legislation of the Russian Federation, whose members (participants in programs and events) are at least 75 percent of young citizens;

4) work with youth - the activities of state authorities and local self-government bodies to create legal, economic, social, organizational conditions for the successful implementation of their constitutional rights by young citizens, youth participation in the system of public relations and the realization of their economic, intellectual and spiritual potential in the interests of society, taking into account age characteristics, interaction with young citizens and youth public associations;

5) federal authorized body for work with youth - the executive body of the Russian Federation, which is responsible for the development and implementation of state youth policy in the Russian Federation;

6) the authorized body for work with youth of the constituent entity of the Russian Federation - the executive body of the constituent entity of the Russian Federation, which is responsible for the development and implementation of state youth policy in the constituent entity of the Russian Federation.

Article 4. Subjects of implementation of state youth policy

The subjects of the implementation of state youth policy are:

1) federal government bodies;

2) state authorities of the constituent entities of the Russian Federation;

3) local government bodies;

4) youth public associations;

5) young citizens;

6) other organizations and individual citizens participating in the implementation of the rights and legitimate interests of youth.

Article 5. Powers federal authorities state power in the field of state youth policy

The powers of the federal bodies of state power of the Russian Federation include:

1) determination of the foundations of state youth policy in the Russian Federation;

2) the adoption of federal laws and other regulatory legal acts of the Russian Federation, regulating issues of state youth policy;

3) control over the implementation of the legislation of the Russian Federation on state youth policy;

4) the conclusion of international treaties (agreements) of the Russian Federation on issues of state youth policy, fulfillment of international obligations of the Russian Federation and representation of the interests of the Russian Federation in international organizations on issues of state youth policy in the Russian Federation;

5) the formation of federal executive bodies implementing state youth policy in the Russian Federation;

6) the formation of a federal authorized body for work with youth;

7) development and implementation of federal target programs in the field of state youth policy in the Russian Federation, control over their implementation;

8) ensuring financing of federal target programs in the field of state youth policy in the Russian Federation and measures for its implementation at the expense of the federal budget and extra-budgetary sources;

9) maintaining federal registers of youth public associations and providing state support for their activities.

Article 6. Competence of the authorities of the constituent entities of the Russian Federation in the field of state youth policy

The competence of the state authorities of the constituent entities of the Russian Federation includes:

1) exercise of powers to work with youth in accordance with the legislation of the Russian Federation;

2) adoption of laws of the constituent entities of the Russian Federation and other normative legal acts on issues of state youth policy;

3) the creation of executive bodies of the constituent entities of the Federation, performing functions for the implementation of youth policy;

4) formation of an authorized body for work with youth of the constituent entity of the Russian Federation;

5) development, approval and implementation of targeted programs in the field of state youth policy in the constituent entity of the Russian Federation;

6) ensuring financing of regional target programs and activities in the field of state youth policy at the expense of the budgets of the constituent entities of the Russian Federation and extra-budgetary sources;

7) taking measures for organizational and financial support of measures in the field of state youth policy;

8) maintenance of regional registers of youth public associations and the implementation of state support for activities.

Article 7. Delineation of competence between government bodies of the Russian Federation, government bodies of the constituent entities of the Russian Federation and local government bodies in the field of state youth policy

The delineation of competence between the state authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation and local self-government bodies in the field of state youth policy is carried out on the basis of the legislation of the Russian Federation on the delimitation of subjects of jurisdiction and powers between the Russian Federation and the constituent entities of the Russian Federation.

Article 8. Joint jurisdiction of the Russian Federation and the constituent entities of the Russian Federation on issues of state youth policy

The joint jurisdiction of the Russian Federation and the constituent entities of the Russian Federation includes:

1) development of social norms and standards that ensure the implementation of the rights and legitimate interests of young people in the field of upbringing, education, science, culture, physical culture and sports, health care, social protection;

2) informational and scientific support implementation of state youth policy in the Russian Federation;

3) equity financing of interregional target programs in the field of state youth policy in the Russian Federation and measures for its implementation;

4) adoption of measures to stimulate the activities of organizations and citizens in the implementation of state youth policy in the Russian Federation;

5) organization of training, retraining and advanced training of civil servants implementing the state youth policy in the Russian Federation;

6) implementation of state support for youth public associations;

7) establishment of measures of state support for young families;

8) conducting scientific research on the problems of state youth policy in the Russian Federation, as well as social expertise programs (projects) in the field of state youth policy in the Russian Federation.

Chapter 2. Basic principles and priority directions of state youth policy in the Russian Federation

Article 9. Principles of state youth policy in the Russian Federation

The state youth policy in the Russian Federation is developed and implemented on the basis of the following principles:

1) democracy - attracting young citizens to direct participation in the formation and implementation of policies and programs related to youth and society as a whole;

2) legality - the supremacy of the Constitution of the Russian Federation and federal laws over other normative legal acts in the exercise of the rights of young citizens and their associations;

3) humanism - respect for the personality of every young citizen and the manifestation of concern for his all-round development;

4) publicity - openness and accessibility in the implementation of measures in the field of state youth policy;

5) universality - a combination of the interests of all citizens and organizations involved in the formation and implementation of state youth policy;

6) scientific character - the use of a scientific approach to the study, analysis and forecasting of the situation in the youth environment, the development of measures in the field of state youth policy;

7) differentiation - the implementation, taking into account the age of young citizens, of federal, regional and local youth programs on education, upbringing, vocational training, culture and art, employment, health care, social security, physical culture, sports, tourism and other issues;

8) integration - developing a joint strategy and joining efforts in the field of state youth policy of all its participants, their coordinated activities;

9) consistency - combining interrelated types of activities in the framework of the implementation of state youth policy;

10) priority of public activity - priority assistance to socially significant initiatives of youth and their associations when financing events in the field of youth policy;

11) patriotism - the orientation of the state youth policy for the benefit of society and the state, instilling in young people love for the Motherland, devotion to the Fatherland and the people, the desire to serve their interests;

12) independence of young citizens and youth public associations in activities to implement constitutional rights and freedoms;

13) inclusion of state youth policy among the priority areas of the state's activities to ensure its socio-economic, political and cultural development.

Article 10. The main directions of state youth policy in the Russian Federation

1. The state youth policy in the Russian Federation, taking into account the socio-economic development of the country, is implemented in the following main areas:

1) ensuring the observance of the rights of youth;

2) support of socially significant initiatives, socially useful activities of youth, youth and children's public associations;

3) development of citizenship and patriotism of youth;

4) training and education of youth;

5) ensuring guarantees in the field of labor and employment of youth;

6) promotion of entrepreneurial activity of young citizens;

7) state support for a young family;

8) assistance in solving housing problems of young people;

9) provision of social services for youth;

10) provision of conditions for health protection, formation of a healthy lifestyle for young citizens;

11) information support of youth;

12) creating conditions for the effective participation of youth in the formation and implementation of state youth policy;

13) state support for the creative activity of youth;

14) formation of a system of children's, youth and family recreation;

15) training, retraining and advanced training of youth workers;

16) development of international and interregional youth cooperation;

17) state support for the activities of youth public associations;

18) prevention of manifestations of extremism, education of tolerance.

2. The implementation of the main directions of the state youth policy in the Russian Federation and its constituent entities is carried out in accordance with the legislation of the Russian Federation, the legislation of the constituent entities of the Russian Federation, taking into account the social needs and legitimate interests of young people, national traditions, and peculiarities of the territories of the respective constituent entities of the Russian Federation. Concrete measures and mechanisms for the implementation of the main directions of state youth policy in the Russian Federation are determined by the Government of the Russian Federation.

Article 11. Support for youth public associations

1. The state provides organizational, informational, material and financial support to youth public associations for the implementation of activities in the field of state youth policy.

2. Measures and mechanisms for the provision of state support to youth public associations are determined by separate legislative acts and regulatory legal acts of the federal and regional levels.

Chapter 3. Measures and mechanisms for the implementation of state youth policy in the Russian Federation

Article 12. Measures for the implementation of state youth policy in the Russian Federation

Measures to implement the state youth policy in the Russian Federation are designed to ensure its integrity, consistency, continuity and efficiency and are carried out in the following areas:

1) improvement of federal and regional regulatory legal acts, which reflect or may affect the interests of young people, their rights and obligations;

2) increasing the efficiency of state regulation in the field of state youth policy and the relevant bodies of the constituent entities of the Russian Federation and local self-government in terms of the delineation of powers and interdepartmental coordination;

3) the formation of the personnel potential of the state youth policy and non-governmental organizations by improving the system of personnel training in the field of state youth policy in the Russian Federation;

4) development and regulatory support of a system of social services of various types for young people;

5) scientific support of state youth policy in the Russian Federation, aimed at identifying and researching the dominant trends in the youth environment, promptly developing approaches to solving newly emerging problems, assessing the results and predicting possible changes, improving state statistics in the field of state youth policy in the Russian Federation;

6) information support of state youth policy through the development of information systems and social education programs on the entire spectrum of issues of youth life in society.

Article 13. Mechanisms for the implementation of state youth policy in the Russian Federation

1. Mechanisms for the implementation of state youth policy in the Russian Federation are designed to ensure direct interaction with young people and include:

1) creation of a system of youth projects corresponding to the priority areas of state youth policy in the Russian Federation, providing opportunities for equal participation in them for all young people, regardless of gender, nationality, profession, place of residence and social status;

2) development and implementation of federal, regional and municipal programs for youth;

3) attraction on a competitive basis as executors for the implementation of the main priority directions of state youth policy in the Russian Federation of youth public associations;

4) attracting constituent entities of the Russian Federation to participate in the implementation of projects and programs in the main areas of state youth policy in the Russian Federation;

5) granting, on a competitive basis, subsidies to finance projects and programs of youth public associations. The procedure for granting subsidies is determined by the legislation of the Russian Federation;

6) attraction of extra-budgetary funds and other material resources for the implementation of state youth policy in the Russian Federation.

2. The federal authorized body for work with youth annually prepares a report on the situation of youth in the Russian Federation, which is discussed at a meeting of the Government of the Russian Federation. The Government of the Russian Federation, on the basis of a discussion of reports on the situation of youth, approves and adjusts federal target programs in the field of state youth policy in the Russian Federation.

3. The Government of the Russian Federation, at least once every five years, adopts or revises the Strategy of State Youth Policy in the Russian Federation and federal target programs in the field of state youth policy in the Russian Federation.

4. The main youth program on the territory of the Russian Federation is the target program "Youth of Russia", developed every five years and adjusted annually based on the results of its implementation. The target program "Youth of Russia" is a federal youth program, which is approved by the order of the Government of the Russian Federation and includes a set of socio-economic, legal, organizational and other measures designed to ensure the implementation of youth policy in the Russian Federation and aimed at solving various youth problems, support initiatives of young citizens and their associations.

Article 14. Financial support of state youth policy

The state youth policy in the Russian Federation is financed by:

1) funds from the federal, regional and local budgets;

2) voluntary property contributions from individuals and legal entities;

3) other sources not prohibited by the legislation of the Russian Federation.

Chapter 4. Final Provisions

Article 15. International treaties in the field of youth policy with the participation of the Russian Federation

If an international treaty of the Russian Federation establishes rules other than those provided for by this Federal Law, then the rules of the international treaty are applied.

Article 16. Bringing normative legal acts in accordance with this Federal Law

1. From the date of entry into force of this Federal Law, to invalidate the Resolution of the Supreme Council of the Russian Federation of June 3, 1993 N 5090-1 "On the Main Directions of State Youth Policy in the Russian Federation" (Bulletin of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation , 1993, No. 25, art. 903).

2. From the date of entry into force of this Federal Law, recognize as invalid on the territory of the Russian Federation:

1) Law of the USSR of April 16, 1991 N 2114-1 "On the general principles of state youth policy in the USSR" (Bulletin of the Congress of People's Deputies of the USSR and the Supreme Soviet of the USSR, 1991, N 19, art. 533);

2) Resolution of the Supreme Soviet of the USSR of April 16, 1991 N 2115-1 "On the enactment of the USSR Law" On the general principles of state youth policy in the USSR "(Bulletin of the Congress of People's Deputies of the USSR and the Supreme Soviet of the USSR, 1991, N 19, art. 534).

Article 17. Entry into force of this Federal Law

This Federal Law shall enter into force on the day of its official publication.

1. To approve the attached Fundamentals of the State Youth Policy of the Russian Federation for the period up to 2025.

2. The Ministry of Education and Science of Russia, with the participation of interested federal executive bodies, shall, within 6 months, develop and submit to the Government of the Russian Federation an action plan for the implementation of the Fundamentals of State Youth Policy of the Russian Federation for the period up to 2025.

3. The Ministry of Education and Science of Russia, together with the interested federal executive authorities, ensure the implementation of the Fundamentals of the State Youth Policy of the Russian Federation for the period up to 2025.

4. To recommend that the executive authorities of the constituent entities of the Russian Federation take into account the provisions of the Fundamentals of the State Youth Policy of the Russian Federation for the period up to 2025 when developing and implementing regional programs in the field of civil-patriotic and spiritual-moral education of children and youth.

5. To declare invalid:

Fundamentals of the state youth policy of the Russian Federation for the period up to 2025

I. General Provisions

1. This document defines a system of principles, priority tasks and mechanisms to ensure the implementation of state youth policy.

2. The terms used in this document mean the following:

"state youth policy" is a direction of the Russian Federation's activities, which is a system of measures of a regulatory, financial and economic, organizational and managerial, information and analytical, personnel and scientific nature, implemented on the basis of interaction with civil society institutions and citizens, active interdepartmental interaction aimed at civil-patriotic and spiritual-moral education of youth, expanding opportunities for effective self-realization of youth and increasing the level of its potential in order to achieve sustainable socio-economic development, global competitiveness, national security of the country, as well as strengthening its leadership positions in the world arena;

"work with youth" is a professional activity aimed at solving complex problems in the implementation of youth policy in the spheres of labor, law, politics, science and education, culture and sports, communication, health care, interaction with government organizations and public institutions, youth and children's public associations, as well as with employers;

"youth" is a socio-demographic group distinguished on the basis of age characteristics, social status and characterized by specific interests and values. This group includes persons aged 14 to 30 years, and in some cases, determined by the regulatory legal acts of the Russian Federation and the constituent entities of the Russian Federation - up to 35 years or more, who have a permanent place of residence in the Russian Federation or live abroad (citizens of the Russian Federation and compatriots);

"infrastructure of youth policy" - a system of state, municipal organizations and public associations, as well as other organizations of all forms of ownership, providing an opportunity for the provision of services and activities aimed at the development of youth;

"youth entrepreneurship" - entrepreneurial activities of citizens under the age of 30, as well as legal entities (small and medium-sized businesses), the average age of full-time employees, as well as the age of the head does not exceed 30 years, or in the authorized (pooled) capital of which the share of deposits persons under 30 years old exceeds 75 percent;

"youth volunteer (volunteer) activity" - voluntary socially oriented and socially useful activity of young citizens, carried out by performing work, providing services without receiving monetary or material remuneration (except for cases of possible reimbursement of costs associated with the implementation of volunteer (volunteer) activities);

"young family" - a family in the first registered marriage, in which the age of each of the spouses or one parent in an incomplete family does not exceed 30 years (for participants in housing support programs for young families, the age of participants increases to 35 years);

"young specialist" - a citizen of the Russian Federation under the age of 30 (for participants in housing support programs for young specialists - up to 35 years), who has a secondary vocational or higher education, hired under an employment contract in accordance with the level vocational education and qualifications;

"young scientist" - an employee of an educational or scientific organization who has a Ph.D. degree under the age of 35 or a Ph.D. degree under the age of 40 (for participants in programs for solving housing problems of workers - up to 45 years) or is a graduate student, researcher or a teacher of an educational institution of higher education without an academic degree under the age of 30;

"specialist in working with youth" - an employee of the federal, regional or municipal executive authority, local self-government body, as well as an organization of any form of ownership that carries out work with youth, who has the appropriate professional qualifications.

3. This document has been developed on the basis of the Constitution of the Russian Federation, federal laws, decrees of the President of the Russian Federation, decrees of the Government of the Russian Federation and other regulatory legal acts of the Russian Federation, taking into account international treaties.

4. Global trends convincingly prove that strategic advantages will be gained by those states that can effectively and productively use the innovative development potential, the main carrier of which is youth.

The youth of Russia, as the most receptive and mobile part of society, supported progressive reforms and implemented them. The patriotic aspirations of young people developed science and industry, which ensured economic growth and improved quality of life.

New challenges associated with changes in the global world, new goals of the country's socio-economic development require systemic renewal, development of tasks and mechanisms of state youth policy.

The priorities of the Russian Federation are focused on strengthening the educational role of the family, society and the state. Russian youth are increasingly demonstrating an active position in the development of civil society, mechanisms for the creation of public goods by young people are being formed.

In 2014, the Russian Federation is home to 33.22 million citizens aged 14 to 30 years.

The state as a whole has developed and operates a system for the formation and implementation of youth policy at the federal, regional and municipal levels. The interests and needs of young people are taken into account in the implementation of social and economic development programs.

In recent years, it has been possible to reverse a number of negative trends and achieve a noticeable improvement in the socio-economic situation of young people in the Russian Federation. The mortality rate among young people has decreased, the desire to maintain a healthy lifestyle has increased, the level of youth unemployment has decreased and there has been a decrease in crime (including among minors). The Russian Federation is one of the world leaders in terms of the number of young professionals with higher education. Many young people are among the winners and prize-winners of international sports competitions, creative competitions and olympiads.

At the same time, there is a tendency for the negative influence of a number of internal and external factors to increase, increasing the risks of growth of threats of a value, social and socio-economic nature. A problematic factor is the destructive informational impact on young people, which, in conditions of social stratification, as the experience of other countries shows, can lead to increased aggressiveness in the youth environment, ethnic and religious intolerance, as well as social tension in society.

A decrease in the number of young people due to demographic problems of past years can have a systemic impact on the socio-economic development of the country, lead to population loss, a reduction in labor resources, an increase in the pension burden and a weakening of the defense capability of the Russian Federation.

Young people in the Russian Federation deserve to receive and realize new opportunities to build their own future and the future of the country.

It is important to develop among the youth the priority of national-state identity, as well as to foster a sense of pride in the Fatherland.

The strategic priority of the state youth policy is to create conditions for the formation of a harmonious, constantly improving, erudite, competitive, caring personality with a strong moral core, capable of adapting to changing conditions and receptive to new creative ideas.

The key task is to educate patriotic youth with independent thinking, having a creative worldview, professional knowledge, demonstrating a high culture, including a culture of interethnic communication, responsibility and the ability to make independent decisions aimed at improving the well-being of the country, people and their families.

The state and society must create basic conditions for the full self-realization of youth in the socio-economic and socio-political spheres of life in Russia, so that young people, while developing their individual qualities, show high level social activity.

The combination of these factors makes it necessary to form the foundations of state youth policy, corresponding to modern realities and new challenges of the time.

The effective implementation of the state youth policy should ensure a steady growth in the number of young people motivated for positive actions, sharing universal and national spiritual values, having good physical health, going in for physical culture and sports, not having bad habits, working on their personal and professional development, loving their Fatherland and ready to defend its interests, making efforts for the dynamic development of a strong and independent Russian Federation.

The main result of the implementation of the state youth policy should be an improvement in the socio-economic situation of the youth of the Russian Federation and an increase in the degree of their involvement in the socio-economic life of the country.

II. Basic principles for the implementation of state youth policy

5. State youth policy is based on constitutional guarantees of equality of rights and freedoms of citizens and is implemented in accordance with the following principles:

a) the responsibility of the state for the observance of the legitimate interests of youth;

b) the responsibility of young people for the implementation of their constitutional rights and obligations in the spheres of state and public life;

c) recognition of youth as an equal partner in the formation and implementation of state youth policy;

d) priority of state support for socially unprotected young citizens;

e) provision by the state of a basic volume of services for the spiritual, cultural, social, physical and mental development of young people, as well as opportunities for choosing a life path, education, starting work, creating a family;

f) support for the activities of youth public associations and organizations;

g) development of public-private partnerships and interaction with social institutions of society;

h) increasing the efficiency of using information resources and infrastructure in the interests of implementing state youth policy;

i) strengthening the mechanisms of legal regulation and the unity of state youth policy at the federal, regional and municipal levels;

j) interaction of various departments in the implementation of strategies and programs in terms of youth policy.

III. Goals and priority tasks of the state youth policy

6. The goals of the state youth policy are to improve the legal, socio-economic and organizational conditions for the successful self-realization of young people, aimed at unlocking their potential for the further development of the Russian Federation, as well as promoting the successful integration of young people into society and enhancing their role in the life of the country.

7. To achieve the goals of the state youth policy, it is necessary to solve the following priority tasks:

a) the formation of a system of values, taking into account the multinational basis of our state, providing for the creation of conditions for the upbringing and development of young people who know and responsibly exercise their constitutional rights and obligations, have a humanistic worldview, a stable system of moral and civic values, showing knowledge of their cultural, historical, national heritage and respect for its diversity, as well as the development of a culture of creative interethnic relations in the youth environment. The implementation of this task involves the implementation of the following activities:

development and implementation of educational (including interactive) programs and projects of civil-patriotic themes dedicated to the promotion of state symbols, state achievements, heroes and significant events in the country's modern history;

implementation of educational and other programs aimed at strengthening social, interethnic and interfaith harmony in the youth environment;

popularization of the literary Russian language among the youth, as well as cultural and national traditions;

involving young people in the implementation of programs for the preservation of Russian culture, historical heritage the peoples of the country and traditional crafts;

systematic support for programs and projects aimed at forming an active civic position of young citizens, national-state identity, fostering respect for representatives of various ethnic groups, strengthening moral values, preventing extremism, interacting with youth subcultures and informal movements;

involvement of young people in the active work of search, archaeological, military-historical, local history, student groups and youth associations;

involvement of young people in creative activities, support for young artists, as well as talented young people who are engaged in modern types of creativity and do not have a special education;

popularization of people who have achieved outstanding success in their professional activities;

increasing the availability of youth tourism and developing its infrastructure;

support for the participation of young people in the implementation of projects of environmental organizations and activities for the restoration of historical monuments;

development of mechanisms to ensure accessibility of cultural heritage sites for young people (including through the formation and development of a unified system of preferential visits to theater and concert organizations, museums, exhibitions, cultural and art organizations);

expansion of the network of youth, physical culture and sports, military-patriotic and computer clubs, libraries, art circles and other organizations available to young people;

b) the development of educational work with young people, innovative educational and educational technologies, as well as the creation of conditions for self-education of young people. The implementation of this task involves the implementation of the following activities:

development of humanitarian and legal education of young people, increasing the level of financial literacy;

improving the quality of training of young specialists and their qualifications (primarily in pedagogical and engineering-technical areas);

improvement of the system of encouragement and motivation of talented youth;

improving conditions for inclusive education of young people with disabilities health;

development of a system of certification of knowledge and competencies obtained, including through self-education;

development of the competencies of workers dealing with youth issues, including those having the qualification "specialist in organizing work with youth";

active use of the resources of family communities and the positive potential of youth informal associations for additional education of young people;

creation of conditions for attracting young specialists, individual entrepreneurs, volunteers, students, science and educational institutions of higher education to activities in the field of additional education;

development of youth self-government in educational organizations, involvement of youth public associations in monitoring the quality control of education;

c) the formation of the values ​​of a healthy lifestyle, the creation of conditions for the physical development of young people, the formation of an ecological culture, as well as an increase in the level of the culture of life safety of young people. The implementation of this task involves the implementation of the following activities:

involving young people in regular physical culture and sports, including technical sports;

involving young people in promoting healthy lifestyles;

improving the system of student competitions and the development of student sports;

implementation of projects in the field of physical culture, sports and recreational activities related to the popularization of a healthy lifestyle, sports, as well as the creation of a positive image of young people leading a healthy lifestyle;

assistance in the development of infrastructure for recreation and recreation of young people, attracting young people to voluntary student rescue teams and voluntary fire brigade units;

improvement of the annual medical examination of students, as well as the organization of health improvement and sanatorium-resort recreation;

d) creating conditions for realizing the potential of young people in the socio-economic sphere, as well as introducing the "social lift" technology. The implementation of this task involves the implementation of the following activities:

providing mechanisms for highly productive youth employment by creating new and modernizing existing jobs;

creation of basic conditions for the implementation of the entrepreneurial potential of youth, including the social one, as well as the creation and support of the activities of public associations aimed at the development of socially oriented youth entrepreneurship;

development of labor and project activity of youth by combining educational and labor activities (including through the development of specialized student teams);

creating conditions for the development of vocational guidance work among young people and building an effective trajectory for professional development;

creating conditions for the most flexible inclusion of a young person in new types of activities for him, as well as stimulating employers who hire young people from the most socially unprotected categories;

purposeful and systematic support of youth programs and projects aimed at the development of creative activities of rural youth, as well as youth of small towns and single-industry towns;

attracting young people from other regions of Russia to the regions of Siberia and the Far East, as well as to the countryside by creating favorable conditions for their labor activity;

development of a support system for young scientists, including measures to promote their participation in scientific exchanges, as well as creating conditions for the development of the activities of councils of young scientists, student scientific societies and clubs for young researchers;

creation of conditions for self-realization of youth in all constituent entities of the Russian Federation, stimulation of labor, educational and social mobility of youth;

development of the institution of mentoring in educational and other organizations, as well as in enterprises and government bodies;

creation of equal conditions for young people with disabilities and disabled people in socialization, realization of creative potential, employment and entrepreneurship;

development of models of targeted assistance to young people in difficult life situations;

formation of a support system for youth volunteer (volunteer) activities;

development of models of youth self-government and self-organization in student, student and labor collectives, as well as at the place of residence;

active involvement of youth in the development of the Eurasian Economic Union, strengthening the common humanitarian space of the Commonwealth of Independent States and attracting promising foreign youth to the implementation of Russian socio-economic projects;

support for the participation of Russian youth and youth associations in international structures, as well as in the work of international forums, conferences and festivals;

assistance in the implementation of bilateral youth exchange programs, as well as the development of cooperation with youth organizations of compatriots living abroad;

e) creation of favorable conditions for young families aimed at increasing the birth rate, forming the values ​​of family culture and the image of a successful young family, comprehensive support for young families. The implementation of this task involves the implementation of the following activities:

fostering a positive attitude towards family and marriage in the youth environment;

the formation of the image of a prosperous young Russian family living in a registered marriage, focused on the birth and upbringing of several children, engaged in their upbringing and development on the basis of the traditional system of values ​​for Russia;

creating conditions for stimulating the birth of the second and subsequent children, as well as for the development of family forms of upbringing;

development of interaction between the state and organizations different forms property in order to create a social infrastructure for young children, as well as to ensure the availability of variable forms of supervision and care, taking into account the different needs of young families;

improving the system of providing students with hostels, providing for the expansion of living opportunities for student families;

f) the formation of an information field favorable for the development of youth, the intensification of feedback mechanisms between state structures, public associations and youth, as well as an increase in the efficiency of the use of information infrastructure in the interests of patriotic and civic education of youth. The implementation of this task involves the implementation of the following activities:

creation and support of projects to popularize the image of a harmoniously developed young man, his professional and creative achievements;

creating conditions for increasing the culture of information security among young people as an effective tool for the prevention of extremism, discrimination on social, religious, racial, ethnic and other grounds;

creation in the regions of Russia of systems for informing young people about employment opportunities in other constituent entities of the Russian Federation, as well as support programs for starting their own business.

IV. Mechanisms for the implementation of state youth policy

8. The legal mechanisms for the implementation of state youth policy are:

a) improvement of federal legislation, as well as regulatory legal acts of federal executive bodies;

b) improving the legislation of the constituent entities of the Russian Federation;

c) development and analysis of comprehensive programs for the implementation of state youth policy, as well as other programs, taking into account the requirements of state youth policy, including programs of the constituent entities of the Russian Federation;

d) development of mechanisms for interdepartmental interaction on the implementation of state youth policy;

e) development of a public-private partnership system in order to involve the business community, public associations and citizens in the implementation of state youth policy;

f) creating conditions for self-realization among young people in different regions of Russia (including in rural areas), stimulating labor and educational mobility of young people.

9. The organizational mechanisms for the implementation of the state youth policy are:

a) creation of consultative, advisory and coordinating bodies on issues of state youth policy;

b) preparation of an annual report on the situation of youth in the Russian Federation and the implementation of state youth policy;

c) development of comprehensive plans for the implementation of state youth policy and monitoring of their effectiveness (including in the constituent entities of the Russian Federation);

d) conducting scientific and analytical research on the situation of youth at the federal, regional and municipal levels;

e) financing the implementation of state youth policy at the expense of federal, regional and municipal budgets, as well as by attracting funds from non-budgetary sources.

10. Information mechanisms for the implementation of state youth policy are:

a) placement of information on the implementation of youth policy in the information and telecommunications network "Internet" and in the media;

b) the development of state and municipal information and analytical systems, including databases, social expert networks and systems that ensure the provision of electronic state and municipal services, as well as the implementation of feedback from young citizens with government authorities.

11. Scientific and analytical mechanisms for the implementation of state youth policy are:

a) expanding the practice of systemic scientific research on youth problems;

b) regular holding of all-Russian, interregional and regional scientific and practical, educational and methodological conferences and seminars on the implementation of state youth policy;

c) determination and regular optimization of the list of statistical, sociological and other indicators of the situation of youth and the implementation of state youth policy, as well as ensuring the systematic collection of relevant data;

d) development of a system for monitoring and assessing the quality of implementation of programs and projects in the field of state youth policy at all levels of government;

e) formation of a system of public control over the activities of state bodies and local self-government bodies for the implementation of state youth policy.

12. The social mechanisms for the implementation of state youth policy are:

a) development of a comprehensive system of social protection and social support for young people, covering the main spheres of life;

b) development of forms and methods of social work with young people, contributing to the improvement of the situation of various categories of young people;

c) improving the complex of measures of state support for children and youth left without parental care, including for the development of inclusive education for young people with disabilities;

d) development of forms of state support for young people in preventive treatment and in correctional institutions (including for its further socialization);

e) improving the conditions for the implementation of educational and upbringing processes in educational institutions of higher education and professional educational organizations, including for the development of a system of scholarships and provision of temporary residence in hostels;

f) formation of a conscious attitude to the formation of their pension rights, which will be adequate to their wages, through extensive information and explanatory work among young people, as well as increasing the understanding among young people of the importance of insurance experience and legal employment.

13. As part of the implementation of the state youth policy, it is planned to introduce the most effective mechanisms for the coordination and consolidation of the efforts of all stakeholders at the federal, regional and municipal levels, which will improve the process of social development of young people in the Russian Federation and improve their spiritual and moral characteristics, increase social and socio-economic youth activity.

He recalled that in this direction, the country's leadership set two key tasks: to work out the subject of legal regulation of the basic federal law in the field of state youth policy and to ensure systems approach to the realization of the rights and legitimate interests of young people and their associations in federal laws.

Dmitry Shatokhin emphasized the need for further practice of broad discussion of the content of the draft law at interested sites, including in the constituent entities of the Russian Federation.
